Two reasons, and both are geography. The closer a pad sits to the equator, the more speed a rocket gets for free from the rotation of the Earth, which means more payload for the same vehicle. And a pad on an east coast can fly east over open ocean, so nothing falls on anyone if a flight goes wrong. Cape Canaveral and Kennedy Space Center have both, which is why the United States put its main range there in the 1950s and why most Falcon 9 flights still start from that stretch of coast.
Because it is aiming at a different kind of orbit. Polar and sun-synchronous orbits pass over both poles, so a rocket has to fly north or south rather than east. From the Californian coast a rocket can fly straight south over the Pacific without crossing populated land. That is the whole reason a second American range exists on the west coast, and it is why Earth-observation and radar satellites lift off from Vandenberg rather than Florida.
A converted ship or barge that carries the rocket out to sea and launches it there. It buys the same advantage as an equatorial site without needing land: the platform can be moved to the latitude that suits the target orbit, and the drop zones are open water. China operates this way from Haiyang on the Shandong coast, and such launches appear in the data under the port, not under a fixed pad.
That differs from site to site, and it changes. Some ranges are active military bases with no public access at all, some have a visitor complex with paid tickets, and some allow viewing only from public roads and beaches nearby.
